Alexey Ivanov, Director of the HSE-Skolkovo Institute for Law and Development, and Mikhail Orlov, a leading expert of the HSE-Skolkovo Institute for Law and Development, the head of the Agrofinmost project, held a working meeting with the representatives of Tsinghua University, one of the leading higher educational institutions in China, recognized as a global leader in education, science and innovation in the world.

In September 2020, at the meeting of the UN General Assembly, Xi Jinping announced that China will achieve «carbon neutrality» by 2060, and the peak emissions are planned to be reached by 2030. To implement the goals set by the Chinese leadership, the Dongguan Innovation Center of Tsinghua University and the Institute for Energy, Environment and Economics of Tsinghua University created jointly the Laboratory of Carbon Neutrality. The laboratory develops measures to combat climate change and its impacts, studies and evaluates low-carbon technologies, carbon pricing mechanisms, analyzes of energy systems, etc.

In turn, the HSE-Skolkovo Institute for Law and Development jointly with colleagues from BRICS Competition Law&Policy Centre and HSE Center for Technology Transfer presented the report «Battle for Climate: Why Russia Should Bet on Carbon Farming» in May 2021.

The participants of the meeting exchanged expert opinions on current issues of climate change on the planet and greenhouse gas emissions into the atmosphere. At the end of the meeting, the parties came to the conclusion about the importance and necessity of creating joint platforms for the exchange of experience and the implementation of joint research projects.

We hope this dialogue will serve as the beginning of a long and successful cooperation between Higher School of Economics and Tsinghua University.
